Centrac Consortium has a management team that incorporates a wide range of disciplines.  This team, cumulatively, has more than 150 years of management experience.  Dr. Stafford W. Cargill a developmental economist with wide experience in project and financial management leads the team.  The team has training and vast experience in the following areas:

  2. Civil Structural Engineering and Implementation

  3. Financial Management and Fund Sourcing

  4. Architecture

  5. Feasibility Studies, Planning, Designing, and Geotech

Stafford W. Cargill, President and Chief Executive Officer

Stafford W. Cargill has over 28 years experience in industry and education as a professor of business, an administrator, an accountant, a financial officer, facility development officer, and a business consultant.  He served as the accountant for several organizations including a youth service agency in Michigan and the Southeast Adolescent program at Owen Cross Roads, Alabama. Additionally, he has held appointments as accountant and treasurer of a university, and taught business subjects at several academic institutions.  Subjects taught include Tax Accounting, Finance, Strategic Management, Economics, Statistics and Quantitative Analysis.  I consulted extensively in industry. Dr. Cargill's entrepreneurship has taken birthed the following businesses: Caribbean Technologies, Ltd., Liberal Arts College of Jamaica, and Centrac USA, Inc.

 

Dr. Cargill pays close attention to details and to human needs and has keen human relations, analytical and problem-solving skills. He uses these skills in motivating people and in developing financial systems, policies and procedures for several firms and institutions.

 

Dr. Cargill earned a Bachelor's in Accounting from Northern Caribbean University, a Masters in Business Administration from Andrews University, and a Doctor of Philosophy in Economics from Notre Dame University.

 

 

Fitz Henry, Vice President

Fitz Henry has over 35 years experience in Project Management, System Building, and Metallurgical Engineering.  He has constructed a variety of commercial buildings and mass-produced low-income, moderate-income and other residences. Mr. Henry has worked extensively in both the private and public sectors, and has managed and planned major construction and engineering projects for governments and several international firms.

 

In addition to his leadership in CentracUSA, Inc., Fitz Henry functions as the Managing Director of NESCO Construction and Global Construction.

 

Mr. Henry is a graduate of Voorhees Technical Institute in New York, NY, where he studied Mechanical Engineering, and Northern Caribbean University. He also has a diploma in Management Studies from the University of the West Indies.

 

 

Mae Senior, Director of Administration

Mae Senior-Copeland, B.Sc., A. Sc., has over 10 years experience in Customer Service, Administration, and Management and has worked extensively in both the private and public sectors. 

 

In addition to her leadership in Centrac USA, Inc., Mae functions as the Acting Manager and Supervisor Customer Service and Production of the Registrar General’s Department (RGD) for the government of Jamaica and Administrator of Liberal Arts College of Jamaica.

 

Mrs. Senior-Copeland is a graduate of Northern Caribbean University Jamaica, where she studied Business Administration.

 

Keith Augustus Burton, Director of Research

Keith Augustus Burton has over fifteen years experience in management, human resources, and business and government consulting. He was the co-founder and President of MidWest Financial Services, and is the founder of Life Heritage, Inc. Additionally, he served as chief administrator for a non-profit organization and was chair of the Budget and Efficiency committee at Oakwood College for five years (in this capacity he also participated in the planning and budget processes for the college).

 

Dr. Burton has developed and delivered strategic planning seminars and has planned major meetings for business and government. His management skills have also been utilized by TecMasters, Inc. where he serves as advisor to the CEO for academic related programs. He has also been involved in strategic planning with the Jamaica Constabulary Force.

 

Dr. Burton holds a Doctor of Philosophy from Northwestern University.
